In the new directive, a low base price has been considered for steel billets (sometimes up to 60% below the global price) and a ceiling price has been imposed for transactions in the commodity exchange.

The dollar exchange rate has also been set about 15–20% lower than NIMA, equal to the weighted average of SANA (26,000 Tomans today).

This situation has created a dual pricing system between the commodity exchange and the free market, reducing the effective role of the commodity exchange in price determination while significantly increasing domestic demand.
